Romance happens in England

I am not sure why this has become such a truism. Perhaps because of Mills and Boon all the way back in the 1930s becoming the first romance publisher which served up steady portions or romance (though they started out life mainly as a medical publisher!). It could also be the gorgeous scenery and countryside, a perfect backdrop to falling in love.
Perhaps it is also the stiff upper lip lifestyle, where the British passion is understated, underexpressed, but therefore all the more ardent when it comes bursting forth.
What do you think? Do you expect your romances to be set in England? Rural, or London?
Why do you think England is such a popular romance locale?
